Procure essa parte:

Mude por esta:

if($group_id_of_acc_logged >= $config['site']['access_admin_panel'])
{
$main_content .='<td width="100%"><div style="font-size: 12px;>"'.$message.'</div><br><p align="right"><a href="index.php?subtopic=forum&action=remove_post&id='.$row['id'].'"><font color="red">[Delete this news]</font></a>  <a href="index.php?subtopic=forum&action=edit_post&id='.$row['id'].'"><font color="green">[Edit this news]</font></a></td>';
}
else
{
$main_content .='<td width="100%"><div style="font-size: 12px;>"'.$message.'</div><br /><br /></td>';

Se você tentar ler o código, vai verificar que eu add uma div e determinei um style, que no caso é o font size, lá você pode determinar o tamanho da font no latestnews.
