Erro no mysql

Oi,eu sou novo e estou tentando criar um servidor com site,fiz tudo certinho,segui tutorial e talz,mas ai quando vou ligar o servidor aparece isso:

ta  falando que não está conseguindo conectar com sua db verifique que o xamp está ligado correctamente ou que você está usando programas que atrapalha como o skype

Cara já tentei de tudo e não deu em nada,deu o mesmo erro toda vez!! Não sei o que fazer!!
