@Enzo Caue Hey! Now it works :D
But i have noticeded some new problems, my character starts with with "no vocation" in main, even when I changed this:

$config['site']['newchar_vocations'] = array(1 => 'Sorcerer Sample', 2 => 'Druid Sample', 3 => 'Paladin Sample', 4 => 'Knight Sample'); 
$config['site']['newchar_towns'] = array(1,2, 3, 4, 5, 7, 8, 9, 10, 11);
$config['site']['max_players_per_account'] = 10;

And I also get Survey when I log in, and the survey doesnt exist

Do you have these sample's in db?

They are in C:\xampp\htdocs\config\config.php

no man they are not, lets check.

go to localhost/phpmyadmin

 

then log in and go to the database you have created, and select the players table.

 

there should be Druid Sample, Sorcerer Sample, Knight Sample, Paladin Sample and Rook Sample.
