Existem diversos tutorias ensinando como liberar, só procurar como liberar, ir no no-ip, criar o nome fixo do seu servidor, e dentro do no-ip existe o edit host > manage existing host > ( SELECIONA A CAIXINHA ) e da uma save. > Refresh now...
