libero as portas do PC ?
e do modem ?
se fez isso vai no C:\Windows\System32\drivers\etc e abre o arquivo hosts
e apaga tudo e coloca seu ip assim

Acho que o otservlist não aceita o provedor .tk

Não é, eu ja tentei colocar pelo ip fixo não vai tbm!
