Boa tarde galera, tudo bem?

Segui diversos tutoriais a respeito da instalação do otserv em Debian, porém estou tendo alguns problemas, pois diversos comandos estão dando esse problema, só consegui instalar alguns, alguém pode me ajudar?

Pelo que percebi, parece que esses comandos são para uma plataforma mais antiga, mas posso estar errado! por fim, estou agarrado nessa parte.
OS: Debian 9
